Oakland, Maryland, March 15, 2017 – Declaration Networks Group (DNG) and Garrett County, Maryland have been working together since early 2016 to complete a detailed design and implement a high speed broadband network under a cooperative business model. At the onset of the project, DNG completed a network design to provide the foundation for a broadband network deployment in targeted unserved areas in Garrett County as well as to allow expansion to other communities in Garrett County over a three to four year period.
DNG, which is marketing service under its NeuBeam™ brand, has hired local sales, operations and technical service representatives to install and serve customer locations, while providing additional support through a centralized 7/24/365 customer service center. The cooperative model pairs the County with DNG as its private partner, developing the infrastructure needed to deliver high speed Internet services to unserved or underserved homes and businesses in targeted areas of the County.

The initial demonstration network incorporated leading edge wireless network technology to extend broadband services to residential homes and business locations, providing broadband access speeds from 10 Mbps to over 100 Mbps at customer locations. The network deployment commenced in the 4th quarter of 2016 in and around Oakland, MD, with five additional service areas in the southern and western sections of the county coming on line in the first five months of 2017. An additional sixth service area expansion is scheduled for completion by August 2017.
DNG’s broadband access network leverages an innovative network design and unlicensed spectrum to extend broadband access services to customer locations. Internet services are then aggregated at a local data center to interface with commercial fiber transport networks. DNG has established a 1 Gbps Internet point of interconnection for the network which will be expanded as customers are installed on the new broadband network. Redline Communications, a multinational wireless communications network designer and manufacturer, supported the project with wireless engineering and supply of white space and other wireless radio equipment used to connect the network’s local distribution sites.
